In the wake of this online-only outcry, Ubisoft has responded, and the news is largely good.
The team has cleared up that Assassin's Creed Shadows can indeed be played offline. You'll need a connection to install the game — we'd expect a chunk of the data to be downloaded — but once that's all set up, the single-player adventure can be played in full without being connected to the internet.
